A Regional Broadband Initiative Serving Southern West Virginia
Regional Optical Communications, Inc. (ROC) is a non-profit entity formed to facilitate broadband expansion throughout West Virginia. ROC originated as a collaborative effort between Region 1 Planning & Development Council and Region 4 Planning & Development Council and has since grown beyond the initial planning council boundaries. Member counties include McDowell, Mercer, Monroe, Raleigh, Summers, Wyoming, Fayette, Greenbrier, Nicholas, Pocahontas, Webster, Clay, Calhoun, and Roane.
ROC’s mission is to:
-serve as a regional applicant for federal, state, and local grant funding
-serve as the regional entity to secure loan funding for broadband expansion
-coordinate local broadband planning and implementation efforts throughout its service area

This project was made possible by funding from the United States Economic Development Administration and the United States Housing and Urban Development Community Development Block Grant Program.
So now what?
The results of the regional broadband study will serve as a guide to the member communities. The needs and costs outlined within the study area will determine the best avenues for grant funding and public/private partnerships.
